Yeah, it's Cali ...we get what we get here because the Cali voters do it to us! Arghh!!!
1. I hope this will come to discussion/vote again, esp since 4-3 is not a gaping chasm.
2. Indeed, '81 sounds arbitrary ..."30 years old" sounds like it makes sense and likely more appealing (read: do-able") in the next voting cycle.

One reason CA legislators can't figure out the best way to do cut-off years is they don't write bills. Their staffs do. These "full-time" legislators spend their time at breakfast, lunch, dinner, and social events. When they finally head to the floor for a vote, they do as directed. They have no idea what is in the bill nor do they care!
