Tank size, what's too small?

Ed,
JMHO, but 12 gallon tanks for street cars is not a good idea unless one takes short trips or such things are installed in high-MPG vehicles. Its VERY limiting.
One thing about used fuel cells: the rubber bladder liner and foam do not last more than 3-4 years and should be replaced to prevent fuel system contamination and blockages. You should price these items before buying any used fuel cell.

AS for the weight issue. Yeah I keep wondering about getting fiberglass front fenders, cutting out the battery boxes and the only thing lighter in the back would be the fiberglass bumper...

try it, it may work for you
but, the only real complaint I have about our 996 is the small 16 gallon tank (even fixing the IMS & RMS was no big deal, but that small gas tank is a PIA to live with!)

The fuel mileage in a 996 is going to be a lot higher than what Ed will be seeing. We can easily run a 100 mile loop in the back country out here, without a lot of fueling options on the way.
