brand new car yes, 20 years old car, no. But I think if it has no major and hidden problem, it is considered "perfect".

It would be extremely rare that a 20-plus year old car came back with a perfect PPI. And, in the unlikely event it did, that might be a car you'd consider paying asking price for.
