Post Rust in bottom of door

My 72 has some bubling in the bottom of the doors. From what I can see from the inside, it is where the outer skin meets the bottom panel. It doesn't seem to extend below, where the seams fold over each other, but is confined to the area just above. In anyones informed opinion, can I save the door and repaint, or is this an area that will come back to haunt me? Thanks.

Sounds like the drain holes are plugged in the bottom of the door, which caused water to stand inside the door and rust it.
The most effective repair is to have a body shop remove the outer skin and attach a new one, contingent on the condition of the inner door stamping.
