The ROW assembly diagram on the left uses a dual-filament bulb in the bottom outer section, and a single-filament bulb for the brake-light
The U.S. car uses the opposite, and puts a single-filament marker bulb where the ROW foglight lives.
The connector pin assignments are different too. I was previously under the impression that the wiring was the same, just add the fog light socket and a wire to add rear fog-lights to the US cars. It's nowhere near that simple.
