I do think that NASA allows topless and I intend to try it, but not positive about that.

I have heard a bunch of rumblings but I don't want to start any (unofficial) commenting online until PCA puts it in writing. They should be sending out a notice soon?
I'll keep a running list of topics that we have brought up online (again I will hold my comments until PCA releases and I doubt all these will be addressed by them), if I missed anything copy/paste and add to the list.
Some criteria that can and should be used when considering any changes:

- increase min weight
- aftermarket wheels
- topless
- rear wheel spacers
- springs, square setup
- different rain tire
- add LSD
- allow floor drop for tall drivers (I'm adding this one at 6'3"). I've heard some are already doing this?
- ...and I know there are a couple more but my notes are at the shop
Some criteria that can and should be used when considering any changes:
- does it control costs?
- does it improve the closeness of competition?
- does it improve safety?

Take out the seat mount that's on the floor. Already legal and this is what people are doing. Should allow a driver of around 6'8" to be able to drive the car

I was told some builders were actually dropping the floor pan. I don't believe this would be legal currently. They may have been referring to the seat mount but that wasn't the impression I got.

Changing the floor is not legal and easily visible to a scrutineer. I personally have never seen an SPB with the floor altered. Removing the seat base mount I see in about half the car's I look at, so I assume that's what they where referencing.

How is adding minimum weight going to increase competition or performance?
Usually classes want their weight decreased..... it must have been a typo. I take it Todd......

Yes, I am one of those who can get close to minimum weight.....

I don't see how a LSD makes competition closer, adds reliability or controls cost. Nor does adding different spring setups. Wheels I'm OK with as long as they have to weigh as much or more as stock wheels. Since I just bought new rains after using the old ones once in three years I would vote no on that too.
