I have 3 favorites areas in the old town. "Carré d'Youville" (at the Northwest entrance), "Le Petit Champlain" (do not miss this street, "rue du Petit Champlain) and "Terrasse Dufferin" (close to Château Frontenac, the view on a clear day is incredible).
Quebec restaurants: There is simply too many. Trip advisor is your friend there. But to name a few of my favorites: Entrecote St-Jean, Le Cosmos, Le cochon dingue...
Scenic drive and sightseeing: I would recommend to take the 138 to the east, up to La Malbaie (Casino de Charlevoix). Stop by to see Chutes Montmorency, then continue to Baie St-Paul. From Baie St-Paul to La Malbaie, take the scenic road named "route du Fleuve". Take time to drive this road, it's one of my favorite. Stay one night La Malbaie (I loved Auberge des Falaises) and visit the Casino, the bay. If you want to drive more, go to Tadoussac and take a whale cruise.
Dombeau and si2t3m and both mu p-buddys from Quebec city, the can surely help/recommend. Do not hesitate to PM me if needed.

One of my favourite Restos is
Louis Hebert
668 Grande Allee
As others have recommended, stay near the old section. I have stayed at both Hilton and Delta which are easy walking. Old Dominion is a treat.
Crepe Breton for lunch ...the french onion soupe gratinee!
Visit the plains of Abraham
Enjoy

Ice Breaker
Don't forget the very very cheap short ride on a fabulous old ferry come ice breaker (needed in winter but still worth a quick trip in summer) travelling across the river between old and new Quebec cities. When we travelled on it Xmas 2012 is split ice before us which was a buzz.
