Getting error when trying to insert picture in message

I get Parse Error, something about a Running Plug-in error. The message says to communicate to administrator

There are size limits. Perhaps you picture exceeds them? Check the size, and type and then compare with the types and max sizes which show when you select to attach an image.

I am using my iPad and iPhone and get the same error, and I do not see any reference to picture size or type limits. I will try from my laptop later.

The problem only appears when trying to upload pictures with my IOS devices
