it was my friend who built it.....
i asked him, and its boils down to the roads department not taking al the recommended advice, and choosing their own way, despite concerns being raised.
i will get an update and see what the condition is.
i think i Saw your Targa in ARM last week?

Yep, the targa is in ARM, being stripped right back to bare metal on the exterior for a proper respray, no way I am tracking it after that expense! I also have finally (with ARM's help) managed to source all the parts for the roof rebuild so that will continue soon.
