Thank you for contacting me regarding H.R. 4715, the Recognizing the Protection of Motorsports Act, or RPM Act. I appreciate you taking the time to share your thoughts with me on this important topic.
In July, 2015 the U.S. Environmental Protection Agency (EPA) proposed a rule on medium- and heavy-duty engines and vehicles that would have prevented the modifying of motor vehicles used for racing. In response to comments submitted by the public during the public comment period for the rule, the EPA decided to eliminate the proposed language on racing vehicles from the final rule. As a result, legislation is no longer needed. Racing is an important part of North Carolina's history, culture, and tourism economy. This decision by EPA will enable our state to continue its tradition.
