Always problem when government is involved. No accountability. No penalty for failure. Public pays for the failure/damages. Government workers and politicians - no penalty, no firing, no reduction in salary/benefits.

Here is the most important paragraph:
"Turns out, none of the groups who submitted proposals are impressive," it wrote. "After a special meeting on Dec. 22, now-former supervisor Dave Potter broke it down: Friends of Laguna Seca, a local nonprofit, didn't have the $10 million in start-up capital it claimed; they had $10 million in pledges. The World Automotive Championship of California's proposal was based on $20 million in start-up capital. But that money would've come in the form of a loan – a loan the county would be on the hook for if WACC were to fold. Finally, there was a joint proposal by the International Speedway Company and SCRAMP, but ISC wasn't interested in spending $10-20 million for needed repairs."
In other words, the first 2 misrepresented their offers, and the third seemed to come to the conclusion they couldn't make money if they had to upgrade the facility...

From the other side, FLS weren't going to shell out MONEY THEY HAD AVAILABLE (it's pocket change to several of the members) until they got an operating contract which would have safeguarded such an investment, which the Board was unwilling (more like unable) to give them. Completely understandable that there would be no QUID without PRO QUO. FLS was the Board's best shot, IMO.
I imagine there's more bad blood now between SCRAMP and the Board.
Disappointing, because while I believe Gill's done a great job raising the profile of (and standard at) MRLS, SCRAMP is stuck in the past, there's not enough money to do anything except try to dig out of a hole and it could be SO MUCH better... (And I love MRLS, too)
