Has anyone had success removing the driver's side lower dash panel? I have removed the 3 screws that appear to hold it in place, but cannot seem to then separate it from the front section of the dash.

The left vent has to be removed first, there's a screw behind it. If you look into the vent there are four little tabs sticking out. Pull them in towards each other one at a time and tug on the vent. Be careful not to break any of the vanes and don't damage any clips. Those vents are a big cause of interior rattles.
