Default 996 GT3 Cup idle air bypass screw question

Can someone please confirm their idle air bypass screw looks like this when viewed from above? The screw appears to just vent to atmoshere? looking at the screw i can't see how it does much at all? seems to be an all or nothing device ? Do i have a bit of it missing?

Yup, that's it...Adjustment is on the bottom via allen key.....Motor will stall if you put your finger over it.
