Default EPA Import waiver for 996 GT3 Cup and R-RSR motors

Does anyone have a letter from Porsche stating that the M96/77 engines were for race use exclusively and that they are not for street use? I am trying to import a used motor from Europe and the EPA wants this from the Manufacture and PMNA will not help since the motor was built at Porsche AG and not in CA.

I can see needing that doc for the car, but engines should come in no problem, look at all the Japanese Domestic Market engines for sale here, none are US spec.
