Since the Cayenne is painted alongside the Touareg in a VW assembly plant, a PTS would logistically be a very hard thing to do; not impossible but quite difficult.
On the other hand, if you make a comparison between PAG's vehicle assembly subcontractors, the Boxster is exclusively assembled at the Valmet facility in Finland on it's unique assembly line which permits them to do a PTS. Last I heard though, it's a hefty $5K option.

Thought the Cayenne is assembled at Leipzig? Does it get shipped out just for Paint? The panamera is at Leipzig and has a PTS option, only $9900, but the car is bigger, so more paint I suppose.

The Cayenne's completed body shell including paint, glass, upholstery, wiring harnesses & instruments is taken off the Bratislava, Slovakia assembly line and gets shipped to Leipzig by train for final assembly; hence the Made in Germany label affixed to the door jamb.
Panamera is built from scratch at Leipzig and so will the new Cajun, next year. PAG's spending millions on extending the existing Leipzig facility to accomodate the new mini-Cayenne.
