For what it's worth...
I spent 16 years in vehicle design and development at the Big Yellow Tractor Co. When a new vehicle, or major update (enough change to require a new designator by marketing) was proposed, the Machine Reliablity Dept. (a group of statistics nerds with PhDs.) would calculate the "amount of New Engineering Content" proposed in the new model. NEC consisted of anything totally new or a substantial change in its intended usage from past usage experience. How they arrived at this NEC calculation was never disclosed to those of us designing and developing the product. The higher the NEC, the more hours of reliability testing were required. This would lengthen the development time required before it was ready for production. A design with a high NEC would be turned back to the designers and they would be asked to change fewer things from the previous production design. The higher the NEC, the greater the probability a customer would have failures if the product wasnt adequately tested and developed.
In regards to a product like a Porsche, a new model, say the 9XX.1 would require a longer more comprehensive development program than the followup 9XX.2 model. My experience in vehicle development showed me that I did not want to be on the (b)leeding edge of technology with a 9XX.1. I prefer to have the 9XX.2 that should have most of the 9XX.1 bugs worked out and only a limited amount of NEC vs. the 9XX.1.

My Panamera 4S is on the California Highway in the middle of the Atlantic. The ship left Emden early and is scheduled to arrive in Davisville, RI about 3 days ahead of schedule...then onto Houston, hopefully 3 days early as well, about January 3rd...then to me in Oklahoma. If all the revised schedule dates hold true, I will have it about 3 weeks earlier than originally scheduled.

My 4S January delivery was pushed back to March. No explanation given by the dealer other than to say that the cars are trickling out very slowly. According to them, between now and March they expect to receive five cars: three "launch" cars and two customer orders. I am the second customer order. Another dealer in my area is advertising three 2017's for sale, but without any details on the cars and only the notation "arriving soon" in the ad. So, not sure what's going on.

Looks like your dealer had the correct information. My dealer just called to say that ALL 2017 Panameras were being held at ports pending EPA certification. And that probably won't be until at least mid to late February. That includes mine, which just came off the boat in Houston today! Bummer!!
