I think the only difference (aside from color) is that the PCCB calipers are machined differently to accept the larger 410mm diameter rotor (they sit farther from the hub). So, a red caliper requires a spacer to work with 410mm rotors, but I don't think the yellow calipers will work with the 380mm rotors.

I have seen a lot of gt3's with PCCBS. I think why more people are not going with them on the 4 is strictly cost. I get the feeling most people are trying to keep the build cost down on this car. As for painting the steels a different color, most dealers should be able to paint/powder oat them any color you want for a few hundred bucks.

Because, if you're seriously tracking the car, it's not going to be just $7K. No-one is convinced that the Gen 3 rotors will be immune to premature wear stemming from heavy use. We're also pretty certain that replacement costs are no better than before.
On the other hand, if you have no intention of doing more than the occasional HPDE event (at 7/10ths) and have the coin, by all means check that option box and enjoy the absence of brake dust (and a slightly more comfortable ride).
