Would upgraded turbos require internal mods?

I'm just curious if the oem turbos are replaced with one of the many 65mm aftermarket vtg's available, is internal work like the rods normally recommended? Assuming the car has other upgrades like exhaust, tune, IC's, etc., at what hp threshold do most people consider internal work?
For low load usage it seems a bit of a lottery and one guy's idea of "hard use" may in fact be low load use.
You also have the whp factor with these 8 second dyno runs which don't mean an awful lot especially in terms of real torque measurement. If your 997tt can do 0-186mph in 26s (or for easier measurement 124-186mph in ~16s) then it has real flywheel 650PS and probably the 840NM, this is the maximum for rod safety under conditions described above.

They entire industry has been working this issue for 3-4 years. They have figured out a solution for upgraded PDK clutches and cutting the trans open to beef it up...they have been "close" to a fuel system solution for years but never produced anything.
So you are still completely wrong....
