I have reset my road speed limit, no limits at all. Thats the easy wins to check first 
The sound is there every second minute as soon as i start the car. The hard to start issue is another thing, this is wellknown. Mine is specific after dead battery.

It's the alternator cable that runs from alt to bottom of chassis. Known issue on the 997.1 cars. I'm about to R+R this cable on my '06 c2s. Has become VERY hard to crank. You two most likely have the very same issue with the original alt cable. The cable has been updated to a better design. Solves the slow/hard cranking. I'll take some pics, maybe post a diy.

My issue sorted out. It is an extra alarm put in by the first owner, so every time it is reset by power failure it marks this with a beep So just another alarm issue. NOT car related.

Many issues discussed in this forum are caused by after-market changes. Electrical mods are often difficult to diagnose and can affect many car systems these days.
