Default Deciphering Date Code on Porsche Drive Belt

This is an oddball request, but I'm hoping someone on here can help. I've searched high and low on how to decipher the date coding on a Porsche OEM drive belt (from my 996TT) but can't seem to find anything other than timing belt coding.

Here is the belt in question:

What I can make out is "7C" a "0" above a "7" in the white square and a large "3". Any clue?

Long story short, I'm trying to figure out if a shop that I paid to replace the belt 3 years (11,000) ago did, indeed, replace it.

I did change the belt, and even messed around making a video doing it!

There is no way a belt should fail in 11k miles unless it was damaged by external forces. My guess is the shop screwed you. Sorry.

The pic looks the belt may not have been tracking true. All idler and accessory bearings good?

Exactly. That is not a failure due to age -- generally the belt loses long sections of the V's -- but of contact with an accessory drive pulley. Likely there is a pulley with a very worn side too that probably needs to be replaced. And the reason for the mistracking found and addressed. My experience with my Boxster has been a water pump with bearing/shaft play accounted for the a belt's edge developing a sharp edge.

Answer from Optibelt:
Dear Frank,

the belt was manufactured in week 3 in July 2012. It seems that the belt ran over the flanges of the pulleys probably caused by some tension problems or a foreign object which comes through the belt and the pulleys.
