Who knows?

""A safety-related defect has not been identified at this time and further use of agency resources does not appear to be warranted. Accordingly, this investigation is closed. The agency will monitor this issue and reserves the right to take further action if warranted by the circumstances," NHTSA said."

I would still enter a complaint to the NHTSA
One of the reasons the case was closed in open status was there were not enough complaints.

For someone who is looking to buy a 996tt, is it easy to see if the coolant pipe is pinned or welded by looking from the back of the car? Thanks

On the ones that are easy to see, obviously.
The ones covered by intake and not facing you could be easily seen with a $20 borescope from Amazon. I bought one because of a tool problem but haven't used it yet.
