Mrs Waterhound loves riding with the top down when she's not getting blown away by cold air, even on a sunny winter day. Drove up to Whistler on New Years Day top down in -6C (21F) weather and it was cozy with the seat heaters on and the heater blowing. Maybe KoB will sell his for a song as he never uses it...
+1 on the throatier exhaust as well.
Wheels are a matter of taste but you can't see them when you're driving and maybe you could spend some of the money of tires/suspension or other handling goodies.

I have an extra wind deflector. It has a small hole in one portion of the screen, very small. It also has the case for a C4. Asking $250. I can send you pictures if you want. I am in the Chicago suburbs.

Go to Vegas without the car, tell your wife you're doing some upgrades to the engine in a well recognized shop 7 hours from where you live and you have to spend 2 days over there.

Another vote for the wind deflector. Allows me to put the top down at much lower temps than I could without it. The wife likes that her hair doesn't fly around, too. A new one with bag is only $329 from Suncoast: http://www.suncoastparts.com/product/WINDDEFLECTOR.html
