What is the foam inside the air box for?

What is the foam inside the air box for?
So my foam inside the air box was deteriorating, so I removed it. What is it for?
I am not sure if this is a symptom of the removal but I washed the car and it had the underspray, my car started making a humming/howl that cleared after the car wash. I was thinking a belt slipping or possibly the water collecting in the bottom of the airbox without that foam piece causing the drain holes to plug temporarily causing the horn like sound.

Found this response to the same question on Renntech, what I am suspecting hence the noise I heard. Also considering I have gone to this car wash before and never heard it.

Tossed away the one in my 2002 C2 5 years ago. Makes no difference what so ever. I personally think it was to absorb a slug of water, or provide a toturous path for water that might enter through.
