The immobilzer on my 2nd set of keys doesn't work. The battery is fresh - light works when you push the button....any ideas on how to program it before I bring it to the dealer to get fleeced?

I had the same issue with mine when I bought it. I took it to Mark Motors and had them mate the key to the car. I think there's a code you need to be able to do it yourself, but I didn't get it when I bought the car. It's different from the radio code.
Still need to see your car in person. The blue looks great in the pictures. Also, there's a 993 Targa around town in, what looks like, the same blue as yours.

Edit: If you don't have the code, be sure to get it from Mark Motors when they mate your key.

The reprogramming procedure is in the shop manual, and has been posted in the NA 993 section (repeatedly). Its quite easy, but you do need the ECU code - its a 4 digit code like the radio code.
You do not need to go to the stealer to reprogram it, but you do to get the code if you do not have it.
You can even order from Sunset a Porsche cut set of keys if you find your keys are getting worn - the gives you a very sharp set of keys to make copies from. You will need to send them proof of ownership.

Is it normal, no. Is it going to cause problems, probably not. My '96 C2 would flash the immobilizer light from time to time (say, once a month), but I never had a issue with it starting or running. One day it just stopped doing it forever.

I once used a non-drive block engine ECU in my car and seem to recall that the immobiliser light flashed continuously when the car was running. I suspect it was because the alarm ECU didn't get the expected handshake from the engine ECU.

Two ways
You can send the ECU to be reprogramed(Protomotive/Todd) or there is a way by adding a relay and some wiring. Bill Verburg covered the procedure on the 993 board. I do not understand why there are so many owners that hate the immobilizer system. I have never had problems with it on any of my 993's. Protomotive removed it from my 77' that has a 98' VRAM engine/ECU and wiring harness installed in it.
