A 49 state car will have "CO2" as part of the code on the underhood decal, but it might be tough convincing a customs official that that's what it means. They probably don't recognize Streather's book as an official source.

If the car was an original US car you will not have to pay duty. You MAY be asked for prove of US registration.
If it was an original US car it should have the emissions sticker as well.
If the car was original to Canada you would have to pay duty but a 1996 Porsche is on the list of cars that comply with US emissions standards.
You only need a broker if the vehicle is "non-conforming" otherwise it is stupid money to pay.
