This isn't a bicycle. DMV won't register the car without a title.

That depends on the state. New Hampshire doesn't issue titles on cars older than model year 1999. They are sold on a bill of sale.

In NV, the seller can simply apply for a duplicate.

You have to have a title in Utah. Maybe it's because they don't have the title due to a loan.
