Default cold start afr

My car is running 9 to one on cold start, o2 sensor unplugged, then in the next minute it works its way up to 14.5 to one.

I know there is cold start enrichment, but how much of this should be seen on an wb sensor? The reason for cold start is that not as much fuel is effectively used due to worse atomization etc, so in theory more should be injected, but less burned, so the afr should stay the same. Is this right?

I am a little worried about letting it run at 9 to one for fear of washing oil off the cylinder walls.
