Default S2 into a Turbo

I have a 1988 Turbo S that was in a house fire. I also have a 1989 S2 (PCA E Car) that the chassis is done for. The Turbo S is salvage title and I sold the motor/trans/etc. I have installed the S2 running gear in the 951 chassis (future PCA SP3) along with the S2 front body harness, engine harness and ECU. It turns over, has spark and fuel to the rail but the injectors don't seem to be firing. There is tach "bounce" which, to me, indicates the reference sensor is working. I am stumped and would appreciate another set of eyes/hands (aka forum posts) in the mix. What might I be missing?

Did you move the resistor pack as well as the ignition module from the S2?

I moved the resistor pack and ignition module when I did the transplant. The resistor pack does not seem to have a good place to mount it. Does it need to be grounded? I forgot to mention that it backfires when turning over.

Because of the backfire check the distributor rotor set screw and plug wire order. If all is well with them then it may be electrical interference from the starter is affecting the signal from reference sensors. Check wire routing and shielding. The problem has been written up either on here, Pelican or 944online. I think a shielding kit is available.
