Default Whining sound

1984 944 base. I have a whining sound from the engine compartment. Thought it was the belts, tried belt dressing, didn't work. Opened power steering res. to check fluid. It was full, but while the engine was running there was no movement in the fluid. Steering seems to be ok . Should that fluid in the reservoir have some sort of movement?

I could take the belt off the pump and see if the noise is still there.

Thanks for all help.

Could also be a tight Timing or Balance belt...or a bearing starting to make noise

I just bought mine 6 weeks ago. It was making a high pitch whine at all times regardless of engine temp. Turns out the timing belt was way to tight. Easy fix.
