What's with this VIN?

Weird VIN that doesn't come up in a google search.
This S4 is for sale in Colorado Springs on CL and also on eBay. He shows a pic of the VIN in the ads too. Some sort of special order car?

Guessing the subject car is either a ROW car originally, or the VIN is from the chassis rather than from the windshield A-pillar where the actual titled VIN appears on US cars. The correct VIN US should also be on a label in the driver's doorjamb below the doorlatch pin bracket.

A RoW 1988 S4 would be WP0ZZZ92ZJS84.... .
The Z are changed in the "real" VIN used on official documents.
