1982 fuel pump hums but no gas at rail?

1982 fuel pump hums but no gas at rail?
Pump and filter was replaced in FEB 2009. SOUNDS like pump is working when jumped. I have confirmed 12+ volts at pump. Have checked fuel seeps at fuel fitting into and out of pump / filter of so I would not think there is a blockage. All new fuel lines but no fuel to rails. I can place a finger over an open fuel rail and "feel" no pressure. Tank has 4 gallons of new gas.
Have read some about the impeller coming off inside pump. ?
Could the fuel pressure regulator be the issue ?
Thoughts on where to go next?

Fuel at pump could be head pressure from tank.
Reverse the wires on the pump after removing the tank to pump hose from the pump (crimp it).
See if it pukes out any bits of plastic - pump could be seized and still hum.

Okay, Thanks Roger...got fuel now.
I think I have GREEN WIRE problems. The PO has cut off the green wire connector from the main harness. I have another green wire but not sure how to go about adding the male end to harness. Can the green wire be soldered to the main harness?
