Here is my jack AND lug wrench in that location - they both fit just fine with a full toolset.
Complete with my preferred but non-stock bungee like retaining strap (this uses the bottom hook Stan described...)

Jack Retention Strap
My car is a US 83S, manufactured in late '82. It has the factory strap for holding the jack and lug wrench in. On my car there is only a curved hook at the bottom of the opening, the top of the strap is secured with a screw. The strap has a 914(!) part number: 914 722 021 10. My strap is, sadly, broken. When I got the car it was intact and I used it. Then one time I undid the tool tray and found it broken. I miss it. I have contacted 928Intl about getting a replacement, but Tom there said he had never heard of/seen one and that they didn't have any used ones available and that the 914 number didn't come up in their computer. I have not found it in PET either.

It looks like these guys are making a reproduction, but it's only the rubber. You need an original to get the metal bits from. Also, the part number is not on the reproduction strap.

It's hard to say if used ones will be at all durable. But I've ordered a pair and we'll see.

Thanks for the photos! I found the empty(!) felt bag for the jack hiding under the passenger seat (along with $1.57 in change). It pays to clean your car thoroughly! No strap was found in the location. I did see the lower hook (I wondered what that was for).
Found a used jack at a dismantler in PHX for $50. I've got to ask if they have a strap too before I drive down to pick them up.
Does the lug wrench go into the bag with the jack? I always wondered why my jug wrench was loose in the wheel well (rattling away).

No the lug wrench won't fit in the bag (far too long). In stock config is it supposed to go in the tire well - across the top of the spare wheel (on a GTS there is an indent in the foam for this.
I created a long thin sleeve for it to slide into (including the cranked end) - then I place it behind the jack - the sleeve is to eliminate rattles. The trick is to locate the hole at the top of the space for the cranked end to fit up into - else its too tall... See photo. I think this is actually the best spot for it to go - but not used stock on any year to my knowledge.
BTW I don't know when the strap stopped being fitted - but it was not fitted stock on my GTS - there is however a formed hole (unused) for the top mount.
