Passenger window won't roll down

Passenger window won't roll down
its always been sporadic.
i ran a wire from the negative battery terminal to a test light and the harness has power when the ignition is on.
i checked the switch by placing it on the passenger window side and the switch rolls down the passenger window successfully.
i checked 30A fuse #4 and it's intact.
At this point can I assume it's the window wonder motor and if so do I need only replace the motor or should I also replace the regulator?
if not, what else should I check?
