Sorry, yes I meant suspension. Thanks, I figured they went in that way, made more sense since even compressing them by hand it felt "more progressive" with the tighter coils on top.

I think it has to do with reducing the mass that has to move... On a valve spring, the tighter coils (more mas) is stationary, or down. On a suspension spring, the chassis side is the more stationary as the wheel moves up and down.
But, it's correct to say the spring rate - or how the spring acts - is no different in either direction.

You are correct in saying it makes no difference in how it acts. If you want to clutch at straws then with the tighter portion at the top you would have slightly less unsprung weight but that's about it.
