EFI: 26 Hwy, 19 City, 14 Foot-To-The-Firewall
Carbs: 24 Hwy, 17 City, 13 Shoved-To-The-Stops

All numbers achieved by pulling them out of thin air, since nobody gets the same from either application.

All things being equal, carb-only-converted engines get WORSE mileage and overall performance than a fully functional STOCK EFI engine. And yes, there are a WHOLE bunch of seat-of-the-pants exceptions out there; all will eventually pine in.

Just for comparison purposes...

My 4-cyl 2.0 EFI is used strictly for track work - driver's ed, time trial, and some autocross. I get about 8 mpg with foot-on-the-floor, redline driving. Not bad, really!

Of course, the smiles per gallon is considerably higher!
