What is the significance of lowering to European specs

I am considering lowering for my 1980 Weissach.
I know someone with a 77 911 coupe that was talked into "just below euro" ride height by his mechanic. My friend said the total cost of the lowering and corner balancing seemed reasonable (Philly area) less than $2000k. My friend did new shocks himself.
Was he talked into below Euro for the mechanic to make more money, or is the lowering price the same?

Thanks for the information on the 1984 and later ride height being same as Euro. I have an 84 black/black Targa (exactly as the other RLer) that always looked lower to me but knew that previous owner did not supension work.
